EN50129 standard is a railway signaling safety-related standard that was approved by the CENELEC (European Committee for Electrotechnical Standardization), providing a novel approach composed of new theories and measures to ensure safety. Now this standard has been widely accepted as the general principle in railway safety-related fields. However, this standard is still new to domestic safety fields. No corresponding national standard has been proposed and there are few applications of the standard in our country. Nowadays the rapid development of high speed trains has brought in many new challenges of railway safety management to China. It is thus urgent to establish railway safety-related standard and safety evaluation system.This paper describes EN50129 standard's background, objectives, application areas and system structure as well as how to apply this standard in quality management, safety management, and safety-related techniques. The automatic train protection system (ATP) is also studied and analyzed in this paper as an example of EN50129 standard application. By comparing with Chinese standard, the EN50129 standard is proved to be adaptable to use in Chinese railway applications. The safety integrity level of ATP system is qualitative analyzed through ALARP model risk analysis approach and quantitative analyzed by fault tree analysis approach. A solution to improve safety and reliability of ATP system is given in this paper.This paper focuses on using safety-related design approaches of EN50129 to design ATP system, and using safety integrity analysis methods to verify safety of ATP system, aims to provide a new approach and a new idea to solve more and more safety problems in our country. Since there is no integrity safety-related standard in China, it is reasonable to refer to international standards. The purpose of this paper is to establish a series of railway safety-related standards including reliability, availability, maintainability, and safety by combining the current situation and future development of railway in China with advanced experiences in Europe.
