Simulation, as a comprehensive discipline, has history for many years. Replaced the entity and done the experiment with the simulation, it has characteristic such as being short of economy, security, test period. The simulation balise information of the computer can save the forming process of the balise telegram. Code replaces the track circuit low-frequency information, and reduces the loss of the track circuit. Software simulation ground equipment, has not merely economized the testing expenses of the ground equipment greatly, and with the train simulation system combining has realistic meaning with importance in the project design of the signal of passenger special line of China.The contents of the paper consist of introduction, train control simulation system analysis, ground equipment simulation system analysis, balise telegram design, ground equipment simulation implementation, etc. The paper analyzes the ground equipment simulation system requirements on the basis of analysis the train control simulation system. At the basic of the principle of software design and the detail demand of the system, the software total design is produced. This paper describes the detail design method of the primary function modules of the system which consists of section balise module, switchable balise module, track circuit simulation module, signal simulation module, route setting simulation module and station train control center simulation module. At last, it has well reached the purpose of systematic function simulation through debugging systematically.
