Research On The Development And Management Model Of The Urban Waterfront Recreation Space

With the advent of leisure time and the accelerated process of urbanization, recreation has become fundamentally human needs, listed on one of the four major functions of modern cities. As the unique urban resources, Urban Waterfront District's recreational function is becoming a new trend of the waterfront space's development. In recent decades, with great improvement on the urban waterfront recreation space development, China still has many obvious problems. During the development of the waterfront recreation space, especially those affiliated to major drainage basin administration, many stakeholders are involved, such as drainage basin administrations, regional authorities, developers and residents, who encounter a series of problems on the waterfront recreation space development, management, operation and maintenance and find the hardship of reconciling the department profit and responsibility. As a result, the program planning cannot be carried out smoothly, and the development of the urban waterfront space is prevented from, even the whole city. Therefore it's urgent to coordinate the powers and responsibilities of various departments, and establish a unified and efficient management mechanism, so as to promote the urban waterfront recreation space development and construction, and promote the city's economic development.With a case study on the Linyi riverside scenic spots, the paper selects the development and management model of the urban waterfront recreation space as a study object. First, the paper indicates the present situation and problems of the urban waterfront recreation space development and management. Then based on the theory of the stakeholder and interests equilibrium, on the management level, the coordination mechanisms should be established to balanced the interests of the sectors; on the development level, the ideas of the "city management" is introduced, the development principles, directions and contents is brought forward, and the financing and operational models of the projects are set up to implement comprehensive development from the perspective of the whole city; on the supervision level, taking the consideration to the public interests, the supervision mechanism should be established. Thereby the "trinity" development and management mode of the urban waterfront recreation space is set up.
