Based on the system science and the modern management theory, and the experience of practical successful and failing projects, this paper has put forward the idea of"5+3"project management, analyzed the safety assessment and riskful working mechanism in architectural design phase under the"5+3"project management.Because of the profession characteristics, the building industry has been a profession of high risk all the time. To predict accurately the possibility of the safety accident's occurrence, and to work out sequentially homologizing measure to hold back the occurrence of the accidents effectively, In this paper, based on ample researching and studying, design enterprise safety alert system is defined to analyze every type of safety factors and to early-warning the safety status in the design process according to a certain safety scientific approaches, steps and relevant code, statute, criterion,etc.By synthertically using safety system engineering, computer software engineering theories and advanced technologies, this paper has made a profound and systemic researched into safety assessment and early-warning working mechanism. Also, it advanced the comprehensive design framework of Safety Early-Warning Model based on FAHP. With the method of design safety evaluation, safety estimate and the calculator techniques, the safety dynamic state estimate system has been builded, that system is to methodical add and raise now.It is not end purpose to predict, the purpose is to relieve the alert of danger or reduce the injury to the least. Therefore after carrying on the estimate, it must be to adopt the different measure according to the different condition of the dangers, passing the correlation between dangerous factor and other factors within analytical system and affecting the degree, adopt qualitative or quantitative way to carry on the estimate and evaluations, prepare the equipments safety to control, a little bit dangerous prepare to control, the safety evaluation and make people the center of prepare to control guarantee system organically the knot put together, thus attaining the safe production to prepare to control the purpose.
