This paper studies, since the current commercial distribution is not drawback free, the development and building of China's commercial network planning, by applying geoeconomy, urban planning theory and comparing analyzation, and then, the necessity of accelerating the speed of commercial network planning is emphasized. Policies for the development and building of small cities and mega cities with the rapid urbanization is proposed after studies on business developing model both at home and abroad are taken, it is hoped that this paper would provide some theoretical bases and practical experiences for the further development of small cities and the sound distribution of China's mega cities. This paper is divided into the following five chapters:1. In chapter one, some basic concepts and the development process of commercial network planning is firstly introduced, and then the evolution of China's commercial network distribution and the studies and experiences on commercial network planning both at home and abroad are illustrated.2. In chapter two, some important theories of commercial network distribution are firstly summarized, including: urban location theory, business area theory etc. And then a full picture of the purpose, the principle, the basic contents and the affecting factors of commercial network planning is given, finally, methods and steps of study and localization of commercial network are presented.3. In chapter three, the current commercial model of China is firstly analyzed and some drawbacks of China's current commercial distribution are pointed out: the distribution is not sound and the economic rewarding is low, and then present micro commercial structure distribution is illustrated, finally, the fundamental model of current commercial structure is abstracted, in this model, commercial centers at city level play the dominant role, community business acts as the base, various commercial streets are of major characteristic, commercial structure is on the whole of various levels, different task allocations and forms. 4. In chapter four, effects of urbanization on commercial network distribution are firstly discussed, and then, analyzation and prediction of the trend of the commercial distribution for both mega cities and small cities are made.5. In chapter five, it is pointed out, by a true case, that different methods and strategies should be adopted while small cities and mega cities are making their commercial network planning in the process of urbanization.
