In the 21st century ,aerospace countries will focus all their attention on deep space exploration. Real-time control and operation of the spacecraft become difficult problem because of the factors, including long distance away exploration targets and uncertain flight environment. The autonomous technology is an efficient method to solve these problems. It uses the on-board autonomous software system to finish the task which is finished by people on land traditionally and the on board data handling system is the carrier of the autonomous management system. This paper designs the autonomous management system and researches the Hierarchical Task Network (HTN) planning arithmetic by analyzing the structure and working mode of the low earth orbit spacecraft and the NEAR spacecraft.First this paper analyzes the structure of hardware and the software function. Understands their working mode and state, the flow of the commands and data on board, communication mode, advantage and disadvantage, prepare for the step design of the autonomous management system.This paper designs the autonomous management system by researching the OBDH system. The system includes planning module, scheduling module, executive module, rule management and rule database. This paper describes the fault-tolerant strategy and the handling flow of the upload commands and the fault parameter. It prepares for the further design.We use Hierarchical Task Network planning arithmetic in the planning module. This arithmetic can reduce high-level tasks down to primitive tasks, and then send these primitive tasks to the scheduling module to be scheduled and performed. This paper analyzes the HTN arithmetic and at last gives us a case to describe it.
