Railway signal facilities are not only the most important basic equipments of the railway, but also the significant devices to ensure the safety and efficiency of transportations. Train carried signal system are a set of devices that receive and process signals coming from the rail, and signal the drivers with lights, so that let the driver can control the direction, speed of the train and gaps between the trains. The new Railway Technique Prescript of our country brings forward higher requirements in the reliability, safety and accuracy, so it is necessary to carry out a suit of special equipment which has full functions, works steady, and easily to be operated to test the train carried signal processing system. Basing on these, we design and develop the locomotive signal system terrestrial detection device.This paper is based on an engineering project. In the view of the hardware development, the whole process of the design and implementation of the Railway Signal Measurement System is described. Firstly, the signal system needs to be measured by the measurement system is analyzed. Based on these, the hardware systems are divided into three parts: the kernel, the encoder and the debug system. The kernel hardware system includes CPU, LCD display output, touch screen and A/D circuit. This system is the core of the whole system, with the function of control the whole detection system, the signal in and output and the feedback &detection of the signal. The encoder system includes the encoder, Programme-controlled Amplification and power Amplification. This hardware system generates the format signals of the detection devices. Communicating and debugging circuit includes CAN bus, RS-232, RS-485, USB interface and network. This system provides debug and communication function both in development period and in working states. This circuit enables the communication in both design time and run time. After many times experimentation, this detection device satisfies the technology requirements.
