With the decreasing of the conventional fossil fuel and the increase of environmental pollution, Renewable energy has been used to be propitious to the whole world's sustainable development. Wind energy is non-pollution and high-efficiency and briefness to use. Many countries have paid much more attention to the wind energy's exploitation. This paper mainly researches the characteristic of wind energy and the method of wind speed forecast, and how to build windfarm's Common Information Model (CIM) to participate in the Power System's unified distribution.The assessments of wind energy in wind farms depend on statistical characteristic of wind, and the frequency distribution of wind is one important form of statistical characteristic of wind. In this paper, the fitting wind frequency distribution is done by the two parameters Weibull statistical model, whose parameters are calculated respectively by Least Squares Method, Maximum Likelihood Estimation and Moment estimation. Several wind energy characteristic indices like average wind speed, average wind energy density, average valid wind energy density, and annual wind energy utilization time etc. are used to check the calculated parameters' validity.For the windfarm's wind speed forecast, this Paper chooses different objects: the frequency distribution parameters of wind speed and the wind speed sequence. The former is used to analyze the long time wind speed and roughly calculate the wind energy; the latter is used to calculate the real-time wind farm output power. In the paper, the time series forecast model is respectively built to forecast the different years' same month's distribution parameter and the hourly mean wind speed. Examples prove that the forecast model can obtain a great precision.International Electrotechnical Commission (IEC) constitutes series standards of electrical power system energy management system application program interface (EMS-API); one of them is electrical power system Common Information Model (CIM). The power system information logistic view has been built based on the CIM to be propitious to the integration. Because the scale of wind farm enlarges stage by stage, wind farms have the enough conditions to join in the large scale power system network. In order to do that, the CIM of wind farm must be established. This paper establishes a simple wind farm CIM based on the deep study of the power system's CIM.
