The deregulation of power industry brings activity to power industry, but it also brings strong impact on many aspects, especially, power system security and stability operation. How to assess the power system security becomes one of the most important content under electric power market environment. The traditional analytical approach is deterministic approach, which is lack of quantitative measure for system security level and does not meet to demand of power system operating economy. Risk assessment approach can conquer this disadvantage and bring quantitative measure of power system security lever to operators. In this paper, we apply risk assessment theory to assess power system security. Firstly, we analyze the risk of power system security and stability under market environment, and introduce an approach which deals with problems of system security and stability. Secondly, based on risk assessment theory, we mainly analyze a new transient instability risk index and give out detailed assessment progress. Finally, from the risk perspective, transient security risk after a large disturbance is classified into two aspects, which are transient instability risk and transient stability risk, and introduces an approach to assess power system transient security risk under electric power market environment.
