As one of DSM methods, time-of-use (TOU) rate is applied in many countries. It motivates consumers adjusting their mode of power using and accomplishes the goal of load shifting. Moreover it influences the effects of some other DSM methods.The paper makes an assay of the application of time-of-use power price in high energy consumption user of Wulanchabu area and integrates with the area's high energy load case, Time-of-use power price's making principle is expanded on by using price theory and economics theory. A TOU price model is proposed in this paper in consideration of the response-model of users basing on other's research approach. A approach of TOU scheme is presented by optimizing the TOU price model as above of the performance function. It provides the comparatively reliable reference basis for the concerned department working out relevant policies .
