With the economic rapid developing, China's transport and economic development lack of coordination, especially in China's metropolitan area. From foreign metropolitan experience, public transportation is the best solution to the traffic congestion. In China, the development of inter-city express railway is the strategy of sustainable development, is the needs of giving play to a regional advantages and promoting the process of modernization, but also is the needs of adjusting the distribution of productive forces and speeding up economic development.The inter-city express train will greatly facilitate residents. In this paper, the accessibility of inter-city express train has been studied. Accessibility is the ease level from an area to another area. When residents travel, distance, time, comfortablity will affect the accessibility. Considering the accessibility, the travel process is divided into three parts, in-city travel, transferability and inter-city travel. As inter-city express train primarily serve for commuter passengers, the travel distance will not be too long, so only the highway, railways and express rail have been considered.In the paper, the impact on accessibility have been analysed. We use fuzzy comprehensive evaluation to compare the accessibility of highway, railway and the inter-city express train. As the availability of datas, we principally calculate the inter-city travel-related indicators of accessibility.From analysis results, inter-city express train will greatly shorten the travel time. The accessibility of inter-city is slightly higher than that of the highway, much higher than that of the exist railway. We can foresee that the inter-city express train will attract the exist railway passengers, conducting the separation of passenger and freight lines, improving the exist rail network capacity. At the same time, inter-city express trains and highways will compete for inter-city passengers.
