With the rapid development of the classified highway constructions in our country, the slope stability analysis and the ecological protection design of slope become more and more important in the highway building. Before the 80s of 20th century, the road constructions were focused on the low classified raods. The protection of the slope had not been considered to be the major project, then the study of the slope protection was often been ignored. Recently, consideration of the safety and the environment protection, some institutions have done a lot of studies and got some appropriate measures in the inshore cities. As a result of the special characteristics of the rocks, the successful protection measures are not appropriate in the higher cold region. And that the codes for design for highway have no content to deal with the estimation of the slope stability and the protection technic.In this paper, the limited equilibrium method and the Finite Element method were used to analyse the stabilities of the rock slopes and soil slopes in the higher cold region in the Inner Mongolia by using the software GeoSlope and ANSYS. The best gradient was calculated and some measures were recommended to improve the slope stability, which are minishing the gradient and driving anchor poles into slopes. Then according to the characteristics of the rock slopes and soil slopes, the SNS (Safety Netting System) and plant ecological protection design were recommended to protect the slope surface.
