Power system runs reliably, stably and economically, to ensure the quality of power supply and lower the network power loss. In order to enhance the running level of grid and satisfy the consumer's increasing need for voltage quality, presently power system mostly adopts voltage and reactive power control equipment in the station. But on account of such factors as diversified equiment, inconvenient maintenance and incorrect reflection of the running mode of grid for limited information of single station, the effect is not perfect. Along with the incessant improvement of electric power dispatching automation, the channel's reliability and the teleregulation and telecontrol of equiment, it becomes possible to adopt software on the master station side to control for voltage and reactive power.This article presents an automatic control for voltage and reactive power system on the master station side, aiming to resolve the existing problems of the voltage and reactive power control in the substation. Using the information from the SCADA system in the master station and the results from the power application software, it implements optimization and integrate control for voltage and reactive power of all power system. The optimization aims are the lowest net loss of all power system and the highest voltage qualification rate of each power node, and the control objects of the system are adjustable transforms, capacitances and reactances of all substations. This system is able to partition the network into areas dynamically and make real-time sensitivity analysis, and with the expert rules, the system implements the real-time voltage and reactive power control on the master station side. Consequently, this system improves the adjustment of voltage and reactive power from conventional and experiential to intelligent. This system adopts Client/Server mode, implements layered management and hierarchical control, runs and maintains on the master station side, controls and manages on the integrate control station side. This system has obtained good effect in the practical operation.Conclusionally, this system not only covers with the voltage and reactive power control in the substation, but also combines the use of dynamical partition, sensitivity analysis, netloss analysis and the expert rules, implementing the scientific, reasonable and qualitative dispatch of voltage and reactive power control of all grid. Consequently, it improves power quality and economy benefit and ensures the safe and steady running of power system.
