The swift and violent development of the urbanization brings enormous change to Human,the following one is the appearances of a series of questions such as expansion of the population, resources destruction, Energy depletion, environmental pollution and other problems, the life quality of people was seriously threatened. With the continuing urbanization process accelerated, the development of the city will further increase to the pressures of the ecological environment and natural resources.Harbin is one of the old industrial bases in northeast China, it has made tremendous contributions to our country's economic construction, but a series of problems emerged in recent years. This status seriously affected the development of the old industrial bases, it is of great significance that reasonable scientific planning its size of the cities and urban ecological carrying capacity.The quantitative evaluation of sustainable development and research has become the forefront of current research. H. T. Odum is well-known ecologist in the United States who created Emergy analysis theory and method, it offers the new standard objectively rationally for sustainable development of the city. The thesis uses Emergy analysis theories and methods from the natural - the community - the economic complex ecosystem perspective ,that analyzes and appraises the Harbin's development trend during"Fifteenth Plan".Through a series of Emergy indicators, Thesis analyses quantitative the basic ecology flow of the system and measures Harbin city's ecological features of the operating system and the sustainability of development, compared with other cities study and responses to the problems in the corresponding solution strategy.The purpose makes the idea which pays close attention to the natural resources into the visual field of urban planning. Evaluation will help us understand the planning of regional ecological conditions, help us determine the stage of urban sustainable development, help us understand the current state of urban development from the point of view of ecological security, help us understand urban development has produced a great impact on regional environment and play a warning for us.
