With the rapid increasing of population and quick development of society and economy, the situation between supply and demand of water resources in our country has changed tremendously. The contradiction of water resources shortage is becoming more and more obviously, and the area of water shortage is expanding, and the degree of water shortage is aggravating. Water resources shortage has become one of the most serious problems which restricts economic development in many regions, and directly affects the sustainable development of our society and economy. Based on having studied, summarized and analysed the current internal and external theories of water resources optimal allocation, this paper studies on model and it's application of water resources optimal allocation.The main contents of this dissertation are as follows:Chapter 1 is introduction. This chapter introduces the study background of water resources optimal allocation, also summarizes the history and current status of the theories domestic and abroad, as well as points out the means of the study.Chapter 2 discusses some problems of water resources optimal allocation. This chapter discusses the basic conception of water resources optimal allocation in detail, including the main task and historical evolution , the basic conception and function, basic criterions and objects of water resources optimal allocation.This chapter also introduces the main forms of water resources optimal allocation. In the end, this chapter discusses the realizing system ofthe optimal allocation, the allocation system and some balance relation.Chapter 3 is the multi-objective model of water resources optimimal allocation.Searching for the harmony between economy, water use and environment improvement, this chapter builds a sustainable development-oriented multi-objective optimal allocation model. This chapter also discusses the quantifying method of the objects of society, economy and environment and the quantifying method of the harmony between economy, water use and environment improvement, as well as introduces quantitative method of parameter in the model. In the end, this chapter uses interaction prediction algorithm of large-scale decomposition coordination theory in the solution of the optimal model.Chapter 4 is the water resources demand and supply in 2010 year and the water balance analyzed at present. This chapter introduces situation of water resources in Wuhan, Demarcates Wuhan according to limit of three levels of basins and administrative area atthe actual situation of Wuhan. This chapter also uses the quota method as the essential method to predict the water demand of city life, Village life , industry, agriculture, forestry, grassland and fishing in 2010 year ,as well as analyzes the balance of the water resources demand and supply at present.Chapter 5 is the model of water resource optimal allocation of Wuhan.This chapter builds an optimal allocation model and solves it, as well as analyzes water balance from agriculture and non-agriculture in 2010 year. In the end, this chapter concludes an optimal result and analyzes the result.Chapter 6 is the conclusions and prospects of the paper. This chaper makes a conclusion of results of the whole paper, and points out the main problems need to be studied in further.
