As the emergence of more and more cities and towns and the increase of motor cars on the transit mode share domestic in recent years, which not only build up pressure to dynamic traffic flow, the issue about the shortness of parking lots supply and the relative management problems were also appeared to the government. Therefore parking management was paid more attention because of the terrible conditions of fund, policy, and land supply. Parking guidance information system is then put on the scheduling program for its excellent performance in reducing the waste on additional parking lots and the function on making good use of them.This dissertation is based on the research of the design and management on parking guidance information system. Preliminary study is conducted on the key theory and implementation technology. To be first part in this paper, the status-quo on parking problems and development of parking guidance system history are introduced, then the thesis analyze the future of the system and its research significance. The author also introduces the theory of parking area choice and parking behavior and discusses the main factors on parking. Secondly, the dissertation explains the key technology of parking demand forecast, and compares different parking demand models. Afterwards the implementation structure and information system are built, and the sub-system and its process flow, interface design, operation environment, hardware and software design are described. Third, the author analyze the parking administration mode and parking policy at present and give advice to the tactics of developing parking guidance system in Foshan city, the author then proposed a plan of PGIS in Foshan. Eventually, the dissertation set up an evaluation system on parking guidance system and outlook relative research area.
