| With the increasing development of Chinese economy and the constantimprovement of the living standards as well as the transform of the consumption concept,automobiles have become a necessary element in daily lives for people in Qinhuangdao.Hence, the rapid progress of private car ownership has facilitated local people’stransportation and improved the living efficiency. But at the same time it has also broughta lot of problems in terms of parking. In the downtown of Qinhuangdao, the traffic jam,the inconvenience of public transportation and the lack of parking space are the threemajor issues in the city. According to statistics, the parking space in Qinhuangdao canonly satisfy about ten percent of the present parking demand. The sharp contrast betweenthe small number of parking space and the mounting parking demand has become theprominent contradiction, which hinders the further development of the city. The study onthe issue of parking shortage is still at the beginning stage in China. Therefore, theresearch on this problem is relatively rare. Especially the study on this issue from theperspective of universal city design and sustainable development is more deficient.This research report targets the parking administration of Qinhuangdao and mainlydiscusses the responsibility of city street administration and maintenance. Based on thefield investigation of parking administration in Beijing, Tangshan and Qinhuangdao, wecollected large quantity of data and made thorough comparison and analysis on theparking issue among the three cities. The success of parking administration in Beijingand the resourceful regulation of parking space in Tangshan have given us a lot ofrevelation and reference.This research thoroughly analyzed the current transportation situation, discoveredthe reasons of problems in parking administration and also systematically classified theparking problems in Qinhuangdao. With the help of large quantity of data and figures, wecarried out detailed comparison and contrast from the perspective of parking concept,high-tech application and parking administration experience and discovered the longdistance in parking administration between Qinhuangdao and the other two cities. On the basis of sufficient investigation, this paper proposed relevant resolutions tofurther perfect the parking regulations in Qinhuangdao with respect to the publicfacilities, administration mode and public policies. First, we propose that more parkinglots should be established, while the parking space of many old communityneighborhoods in the downtown should also be considered. What’s more, theadministration is to be improved and the parking charge should be more flexible. Besides,the parking ratio should be increased and promote the usage of parking guidanceinformation system. Making use of the price lever in regulating parking contradictionbetween the supply and demand, promoting the use of public transportation system andattracting multiple capitals in building the parking lots are also effective measures insolving the parking problems. These methods are helpful in forming the local-orientedparking administration mode and relieving the traffic burden. They are not only adaptiveto Qinhuangdao but also inspiring for the transportation administration department ofother similar cities. |
