Maneuverability is one of the performances of ship, which has a great influence on ship's transport safety, but due to its complexity and operational efficiency from the owner, manipulation is concerned far less than the fast-track the performance of ship and has not been valued they deserved. In the past decade, domestic and oversea shipbuilding sector had been paid more and more attention to ship's maneuverability, they had done lots of research on it, and made an amazing progress. There are two main factors lead to these changes: firstly, the International Maritime Organization set the standard in the control of the ship assessment formulated and maneuverability of the ship standards which caused people to attach importance to the manipulation; Secondly, the breakthrough of hydrodynamics and related disciplines numerical and experimental technology on research ship made such complex issues could become easier.In the paper, they were analyzed for ship forecasting and evaluation. According to the ship's maneuverability forecast, briefly illuminate the operated forecasting method, stressed on principles of Neural Networks and its improvement measures, in the BP-operated network forecasting process achieved with the support of the theory. Also, we made a mathematical model of the ship-building exercise, use of simulation prediction control of the ship, and then used of BP-operated network to forecast, compared with each other ,drawn that it is more advantages for neural network prediction.In my research, ship's maneuverability is proceeded performance evaluation .First of all, set the index system of manipulation based on the inherent maneuvering. Then, finished a further study on the Delphi method, AHP, the gray fuzzy correlation method, as well as a comprehensive analysis, brought forwards the law DHGF, expatiated the structure Principles of the Law and the calculation steps. Finally, in the practice of evaluation we found that the DHGF theory is applied to a ship operated, reached the same results with the actual situation. It proved that DHGF integrated method not only has advantages in theory, but also has the reliability and interoperability in the application. It makes sure to provide an effective method, to play an important role for information and guidance of manipulate the assessment.
