| Prevention and cure of highway natural disaster is the hotspot question in international society and academe. This text used the method of qualitative and quantity analysis, combining the theory of systems engineering, symbolic logic, venture analysis, etc., carry on the research of the forewarning countermeasure of mountain freeway travel safety ensuring system during flood season emphatically. Through the analysis of the freeway disaster characteristic of mountain area during flood season in our country, according to the actual conditions of the freeway travel safety of mountain area of our country, considering the impact of rainfall on traffic safety, the disaster prevention countermeasures named rainfall warning system was proposed. As a warning system, it was divided into several warning sections and also several grades in each section, aimed at preventing from the accidents induced by rainfall safely and efficiently, and from great influence on transport order and economic benefit due to over sensitive.Taking the Xichang-Pan Zhihua-Tianfang freeway as the case line, the rainfall warning system was proposed. Based on surveying the natural conditions and the line conditions and analyzing the characteristics of hazard along line, the freeway was divided into four warning sections by Dechang, Yakou and Jinjiang toll stations. The warning system in Dechang-Yakou section was separated into three grades by the control indexes of the daily rainfall amount and the ten minutes'rainfall amount, to prevent the road from geological disaster induced by rainfall; the warning system in Yakou-Jinjiang section was separated into three grades by the control index of visibility, to prevent the rode from transportation disaster on the two unfavorable conditions of rainfall and alignment; due to better alignment and lower dangerous geological hazard spots, national or local flood control rules were enough for the other two sections. Based on freeway safety devices and management level in mountain area now, the feasibility of rainfall warning system was proved and discussed, further more, advanced technology and equipment that the system should adopt were proposed, together with its layout. |
