Protection relay is the key factor to the reliable and safe power supply of the power system. It's reasonable, reliable and efficient operation plays a crucial role in the accurate identification and quick removal of faults, the protection of electrical equipment, and the narrowing of the scope of power failure, as well as the prevention of the failure expansion.At present, the traditional protective relaying system used in the railway power supply system, due to its huge size and complex wiring , has the problems of the difficult construction as well as long cycle of it. Meanwhile, in operation it is extremely vulnerable to all kinds of mechanical and electrical faults. Once these faults occur, they will cause more efforts to find them out, and it is even more difficult for the maintenance of the system. However, the subsequent relay protection system takes the (Single Chip Computer) SCM as its core. So in terms of size and function, this kind of system is far better than the system constituted only by the relay. Yet there still remain some problems, such as cumbersome wiring, difficulty in maintenance, and etc.With the rapid development of semiconductor technology, many low-power, high-performance processors have emerged in an endless stream. And the most representative of the universal digital signal processors are TMS32 series produced by the U.S. Texas Instruments (TI) and the ADSP series by AD Company. In view of the digital signal processing performance, these processors are much better than the traditional SCM, and this is also very suitable for the digital filtering used in the relay protection system. On the other hand, the emergence of the complex programmable arrays (CPLD) has opened a new way to its application in some highly confidential, reliable, and flexible occasions. The characteristics of highly integration and rich programmable gates as well as I / O ports can well satisfy the requirements of the logic judgment on the equipment in the relay protection system.This paper analyses in depth the action logic and acquisition of the relay protection on site. Meanwhile, with the combination of the latest semiconductor technology and the advantages of the high-speed digital signal processors and CPLD, this paper also proposes the protective relaying scheme based on the digital signal processors and CPLD. This scheme not only promotes the system's quick-acting ability, reliability and accuracy, but also greatly improves the degree of system integration, on the basis of which the construction and maintenance can be simplified and the highly integrated large-scale gas insulated substation (GIS) can also be provided with the secure, reliable protection devices.In order to ensure the accuracy of the design, functional-level timing simulation of CPLD and the frequency response curve and simulation of filter design are performed. After a detailed comparison of the performance between the DSPs of the ADSP series and the TMS32 series, ADSP-21160 is selected as the core digital signal processor of the system.
