Rapid development in the global economy today, lack of resources, ecological destruction, environmental degradation and a series of problems of resources are getting more and more serious. Along with the human culture quality's progress and the public to environmental consciousness's enhancement, the humanity are paying more and more attention to its living environment. The construction industry as a major energy and resource consumption, the construction waste quantity which produces by it is astonishing, and the conflict between the construction industry and environmental has gradually increased. Therefore, we must fully understand the importance and urgency of saving resources and energy in the economic development process, enhance the sense of crisis and responsibility, strive for the development from saving resources and energy, reduce construction waste's generated, enlarge the intensity of processing and comprehensive utilization of construction waste.Xi'an is a world-renowned historical and cultural cities, and the bridgehead of large-scale development in western China. Its economic development is rapid, construction projects are numerous, in order to ensure the realization of recycling economy construction and sustainable development in Xi'an, it must analysis the status quo and development trend of construction waste in Xi'an comprehensively, to explore comprehensive utilization channels of construction waste that suitable for the situation in Xi'an.In order to formulate the countermeasures that of the construction waste disposal and comprehensive utilization in Xi'an scientifically, in view of the not explicit present situation of construction waste yield in Xi'an, base on four principles that are scientific, overall completeness, representation and feasibility, build the indicator system that affect the construction waste annual yield in Xi'an, using principal components analytic method construct the main indicator system as well as key indicators, and construct the trend model of the construction waste annual yield of key indicators, basing on these trend model, the construction waste annual yield in Xi'an in the next 5 years that in 2008-2012 is given, forecast the future development of the construction waste annual yield in Xi'an scientifically. At last, this paper proposed countermeasures that of the construction waste disposal and comprehensive utilization in Xi'an, and explored《The Management Regulation of Construction Waste in Xi'an》, this paper does help to perfect for its construction waste management system in xi'an and played a certain role reference.
