Yixingbu administration of Luanhe-Tianjin Water Diversion Project lies on the north bank of Yongdingxin River in Beichen district of TianJin, which plays the important role of supplying water to city. The areas under Yixingbu administration including channels, water locks, pumping stations and other buildings are patrolled by traditional manual work, which can't find and handle the problems in time due to existing blind spots. Under the conditions (e.g. sleeting, intense heat, freezing and nighttime), these bad working atmosphere makes low efficiency. Considering these characteristics of Luanhe-Tianjin Water Diversion Project, the intelligent security management System around the core of video surveillance system is studied deeply in this paper, and significant improvements are obtained. The main research contents and conclusions are as followed:(1) Based on the informatization project in Luanhe-Tianjin Water Diversion Project and local area network of Yixingbu administration, the intelligent security management System is developed based on subsystem and management. Wireless instruction and the technology of wireless micro image transmission are used to obtain the video data of the scene of channels for remote real time transmitting, which is connected with the information management system. So the video data can be transmitted to the information management system.(2) The problem of anti-invasion for unattended water locks in the fields is solved by the technology of different district-interactive alarm system and wireless micro image transmission. If there will be fires in key equipments and parts, it will quickly issue warning signal. The technology of mobile image is used to test the state of water locks, which strongly increases the capability of testing for the safety of water locks. (3) The three-dimensional security and defend network covered all the area of Yixingbu administration is developed using advanced technology, which can monitor the key equipments, places and parts and insure the safe running of the Luanhe-Tianjin Water Diversion Project.
