Transportation is the precursor of the economy development. With the rapid development of the modern social economy and the improvement of people's living standards, we should improve transportation to be the higher level, it need establish the sufficient, high efficient, good service, safe and proper transportation system, and build a modern integrated transportation system, so that it can provide the convenient, proper, efficient and safe services to exert the advantage and efficient of the combination of various means of transportations. Because of the unreasonable of various organizations, inefficient operation, ineffective connection of various means of transportations, it is unable to meet the demand for integrated transport, and affect the efficient of the whole transportation network.This paper is supported by science and technology project of west traffic construction by Ministry of Transport of PRC"The Study on pathway of border trading and construction of highway hinge in Northeast", and based on the study object of regional highway hinge, it systematically presents the theory of resource integration of regional transportation network, emphasis on integration of regional highway joints and the optimization of transportation organization. The paper provides the theoretical basic of operation optimization of regional highway hinge.First of all, this paper definite the scope of highway hinge based on previous research, analysis the system characteristics and properties. On the scope it divided the road network into two partitions: regional highway hinges and transport hubs, then by the layout principles and the selection process, it determines the regional highway hinges from many transport hubs in transport network.Secondly, for the regional highway hinges, it proposed the higher demand to regional operation level transport hinges as analyzing the improvement of the level of urbanization, expansion needs and the development of a comprehensive transportation demand. The paper divided the networked integration of highway transport hinges into three stages: hubs selection, models selection and elements adjustment. But the process is a dynamic progressive, and the quantitative analysis cannot descript the whole progress, the paper presents cluster analysis, hierarchy analysis and neural networks three types of quantitative analysis to reflect the stages, in order to guide the regional highway hinges integration to achieve the goal. Third, on analyzing the organization definition and content of the highway hinges, the paper presents five organization models suitable for domestic highway hinges: the model for united management, the model of third party logistics centralized, logistics base (Cargo Center) model, road quick transportation model and freight forward model, for domestic special characteristics of regions and organizations, also analyzed the application of the conditions and characteristics for each model.Finally, taking the Northeast regional highway hinges as an example, according to national planning for highway joints, the paper determined four main highway hinges: Shenyang, Dalian, Changchun, Harbin and analyzed the present condition of theirs. It chose the data of Jilin highway hinges and joints as example, and select GDP, transport distance and logistics service level as the greater weight parameter, then with cluster analysis it determined the integration sequence of the highway joints of surrounding Changchun main highway hinges. Then the paper formed the integration scheme of northeast regional highway joints on qualitative analysis and expert consultation. Also taking the Harbin Longyun Logistics Park as the example, it presented the short-term and long-term transport organization model for the highway hinge.
