Energy Management System (EMS) is a large software system in control center, which plays an important role in analysis and controlling of power system. The development of modern power system requires the change of power system dispatch from analytical type to intelligent type, but EMS which is widely in use has disadvantages in system structure, information interaction, communication mode, data processing and so on. In the condition of the application of new technology and new equipment in power system, it's very hard to extend corresponding applications in EMS.Since the above reasons,this paper proposes a new EMS architecture, that is an EMS based on service-oriented architecture(SOA) and Mobile Agent technology. SOA holds standardized architecture, it's easy to integrate the existing system, and it can enhance the efficiency of software development and reduce the complexity of system's exploitation and maintenance. The expanding of the system is very simple. Mobile Agent is provided with intelligence and mobility, it can adapt environment dynamically. It can increase the opening of EMS, using the two technology unified.This paper firstly introduced the status quo of research in EMS, IEC61970 and CORBA are discussed concretely. Also, a simple introduction of PMU is given.The paper expounds CORBA's disadvantages in EMS, and then analyzes SOA and Mobile Agent technology as well as the combination of them deeply; the advantages of the application of technologies mentioned above in EMS are also discussed. EMS register center and power system ontology which are the base of the system are discussed deeply. Take the dynamic security assessment service for an example, the paper discusses the joining of new service under the new structure. It also discusses service updating and the wrapping of legacy system, the wrapping of power flow calculation service is proposed as an example to illuminate the process of the wrapping of legacy system. Finally, service invoking and service cooperation are researched, also, a publish/subscribe system is proposed, and service composition tactic is analyzed using colored Petri net.
