Electric power as the country's most important energy sources and economic, operated in security and stability, not only connect with the country's economic development, but also maintain national security. However, the power equipments, in particular the power lines are exposed to the wild perennially, it is easy to have failure. Electric Power Line Inspection is a basic work for effectively guaranteeing the safety of an electric power system. Some of the original power lines can not reflect the state of the electrical equipments'running duly and accurately because of the limitation in management and technically, it is very disadvantage for guaranteeing the power system running steadily. Therefore, research and development of advanced intelligent inspection management system, promptly identify problems, which will help improve the power system operating in security and reliability.In this paper, through the applications of modern information technology, integration of GPRS wireless communication technology, Internet data sharing technology and the method of fuzzy clustering analysis, electricity polling system has been researched and design. That carries out the wireless real-time transmission of inspection data; achieves the purpose of sync update between a state of emergency and Inspection plans. Simultaneity, helping managers who make the inspect plan make more decision-making, the first step to achieving the intelligence of the inspection work.In this paper, firstly, the modern information technology used in the inspection system developed is introduced. The basic characteristics, related technology and the development prospects of data transmission method GPRS are introduced in details. Compare with the two popular software configurations'model of C / S and B / S, we do a very good preparation for the next step development of systems. Secondly, takes the B/S three-tier architecture system which based on the .NET framework to make the system architecture design. We propose the overall framework of GPRS and Internet wireless network, and solve the real-time bottlenecks of the existing power lines inspection system. On this basis, the GPRS data transmission processes and the software overall structure and functions have been done the detailed design. Finally, focus on the introduction of fuzzy clustering analysis method, to propose the power lines Smart Patrol strategy based on fuzzy cluster analysis. Through quantify, fuzzy process and cluster analyze the impact indicators of the power lines to establish power lines smart polling model. That provide the decision-making for Patrol officers, and that achieve the true sense of the intelligence to the power line inspection system. At the same time, the database is also designed, and that it also provides support for computer-aided decision-making system to the large amounts of data analysis and data mining.
