With the rapid development of urbanization process and economy, urban population continued to increase, the ownership of motor vehicles and cars have grown rapidly. At the same time, the requirements of traffic and service level have become the utmost concern among people nowadays. Motorized travel trends in evidence, the demand of travel diversification and individuation have become the latest trend.The demand of urban transport grow persistently, traffic basic establishment is lack relatively. The building of the urban road is far behind the pace of road traffic growth. The traffic congests in a section of a highway and a crossover. The explanation for this phenomenon reduces the efficiency of the urban operations.In addition, the city population accumulated led to the framework enlarge, the establishment of the new residence only takes into account of inhabitation, lack of appropriate facilities. Dweller moves in pendulum-type, Channel capacity is lacking between the new and the old city. Blocks always happen at entrances and exits of the city.In the face of urbanization, motorization challenge, as well as urban development, peoples became aware of that the traffic problem is the main factors of the constraint urban development. Many urban transport workers and the government begins to focus on priority to the development of public transport, realize intensive use to the urban land and sustainable development, in order to avoid the old road of the western countries to car-based travel.On the basis of research results of many scholars at home and abroad, the article studied the city's priority development strategy of the public transportation, directs the development of urban public transport.In the first chapter, it introduced the background and significance of the study, the domestic and international research and development trends, as well as the main content and the technology line of the paper.In the second chapter, the characteristics of the traffic travel mode and the basic theory of the bus priority are introduced briefly. First, it introduced the meaning and several aspects of the bus priority. Then, it analysed the travel modes of the residents from three aspects: its variety, characteristics and development, and the characteristics of different travel modes. Next, the SWOT analysis and the neural network, which are the two important theories and methods will be used in the article, was introduced.In the third chapter, the content and the need of the bus priority development and the feasibility of realize the bus priority are analysed. Then using the SWOT analysis analyse the strengths, weaknesses, opportunities and challenges of the implementation of the bus priority in detail.In the fourth chapter, depth studies was done in light of the actual survey data on the features variable of residents themselves, which providing a basis of selecting variables of travel modes for urban residents. The paper use the BP neural network set up an forecasting model to choose the travel modes of the urban residents, and test the model by its application and the survey data, we can see the validity of the model from the forecasted results. And the model provided a new way for urban residents to choose travel modes.In the fifth chapter, the development goals, guiding principles and the strategic positioning of the bus priority was proposed and analysed. The bus priority development strategies should be divided into several sub-regions and put forward their respective development goals in accordance with the actual situation in different cities and stage of development. In the near future, the foundation for the development of the public traffic should be strengthened through the implementation of the bus priority. In the medium-term, the advantage of the public traffic competitive with the cars traffic should be determined. In the long future, the dominant position of the public transport in the urban passenger transport system should be consolidated, and establish the public passenger transport system, whose main body is the public transport and complement parts are the other transport means, meet the city's sustainable development in the ultimate.The bus priority is the integration of the planning, policy, construction, operation, and other aspects, also is the organic unity of the social, economic and environmental benefits. If the bus priority will be implemented in China, the idea of the bus priority must be to strengthen to create a good law and social environment for the development of the bus priority. For this reason, policy, planning, infrastructure construction, traffic management and operation, priority of the operation and management mechanism are respectively set out in detail in the sixth chapter. The content which are finished and the new, and the issues which is to be further study are summed up.Papers in the course of the study focus on the combination of qualitative analysis and quantitative calculation to gain a clear hierarchy, in the following aspects of this article reflects a certain degree of novelty:1. At present, to solve urban traffic congestion problems, the scholars of traffic analyze from a number of traffic planning, transportation demand management, traffic engineering point of view, from the little town planning, urban design point of view, research of urban traffic problems in this article to urban planning and transportation planning combined application The theory of urban planning, urban traffic patterns and the way people travel traffic, in order to show the direction of solving urban problems of traffic congestion research.2. In view of the current problem of traffic congestion, this paper pointed out the traffic patterns based on the design of urban, compared urban transport planning with urban planning together, belonging to the research of innovative ideas. This article also have an in-depth study of urban traffic patterns and walking, cycling and urban form of transport, urban form and conventional forms of public transport and urban rail transit and the coupling relations, in order to provide reference and guidance solve for urban traffic congestion and environmental pollution in China.3. Some measuring mathematical methods are applied to study the mechanism by which travellers' characteristical variables affect the way people choose to travel on in this paper. And using neural networks to solve the nonlinearity of complex problems, datas which affect the residents' travelling behaviors in the survey table are regard as the input variables to predict the way of residents' travelling. It is new at home and it offers new research directions to study the way people choose to travel on. In this paper, an integrated system of management theory, strategy theory, planning theory, economics theory, transportation engineering theory is used to do the intersectant researches. It is based on the characteristics of China's urban development and a correct understanding of China's current level and stage of development of public transportation and the swot method is used to analyze the Environment of the development of public transport. With the absorption of advanced domestic and foreign research results and the accordance with the principles of integrating theory and reality and integrating qualitative analysis and quantitative calculation, the strengths and weaknesses as well as the sphere of application of different modes of public transport are researched.
