With the rapid economic growth in China, as well as promotion of the urbanization process, and the high demands of people in travelling convenience, fast and comfortable are increasing now, which makes China's current situation of public transport operators and the quality of services is far from satisfying the needs of the residents travelling, an increasing number of residents travelling by public transport methods revert to cars, taxis and other private mode of transportation, with the attendant traffic congestion, waste of resources, environmental pollution and other problems also have been increasingly serious.Although many cities have realized the seriousness of the problem and began to implement bus priority policy, but because of the lack of travelling intentions survey of residents and in-depth analysis of the travelling characteristics, there is not any reliable data for support, the process of policy-making in the bus priority has some inevitably deviations, making the implementation of policy priorities with little result. Therefore in the view of the universal characteristics of the residents travel in China's urban public transportation, widespread problems in cities bus priority policy in China prevail some difficulties, a large number of proposals based on the survey data, applicability, implementation of stronger Bus Priority policy and security measures provides very practical significance.Travel behavior theory is one of the important theoreies of transportation planning and traffic management and control. The urban travelling behavior analysis is a basic work of researching urban traffic problems, planning, constructing and managing the urban transportation. With the method of analysis and forecasting the characteristics of travelling by residents on ways, find out the crux of traffic problems, formulate corresponding traffic structural optimization strategies, and apply advanced residents travel choosing model, forecast the rate of traffic sharing mode of transportation after the policies, is the effective way to establish efficient management measures to solve the traffic congestion problem.Based on the study in Changchun City, relied on literature reference, by a lot of SP survey, this paper summarized and analyzed the characteristics of the residents travel and chose the impact of factors, established the residents travel mode choose model, and based on this modal, put up the corresponding bus priority policy and security measures.The paper is divided into six chapters; the followings are the major elements of each chapter:Chapter I introduced the background and significance of research, both at home and abroad and the development trends, as well as major research and technical route.Chapter II briefly introduced the meaning and survey methodology of RP and SP investigation, and compared the two methods; and then in detail introduced the investigation and the design process of the RP and SP investigation, in particular the situation combination of several methods, finally introduced structure and content of the questionnaire of SP investigation.Chapter III firstly introduced the characteristics indexes of residents travel, and in detail discussed the characteristics of various forms of travel and the factors that affected travel mode choice, and then conducted a mathematical description on travel, introduced the the basic theory of non-collection model, highlighted the MNL model, established a theoretical foundation for the following empirical analysis on characteristics of residents travel and travel options model.Chapter IV took Changchun City as an example, firstly designed the situational composition and the SP survey questionnaire for the Changchun City residents travel, and then carried out the SP and RP survey data survey by statistics, in detail analyzed the residents travel behavior, the features of choose intentions; and then applied the results of SP investigation, took account in the time and cost as parameters, established the MNL travel model of residents choose of Changchun City, then made calibration and analysis on model parameters, finally drew the choose travel model that accorded with the actual situation in Changchun City, provided a basis for the formulation for the implementation of the bus priority programme.Chapter V introduced the content and the experience of bus priority connotation at home and abroad, and then analyzed the difficulties facing the implementation of the policy of bus priority in Changchun City, proposed the development of strategy and direction; then according to the survey analysis results, put up a number of priority policies and measures applicable to the Changchun City bus priority, predicted the effect of the implementation of these policies. In the end, for the purpose of bus priority can be applied successfully, the paper presented some corresponding safeguard measures.Chapter VI, summary and outlook. This chapter summarized up the complete contents of the innovation and the subjects to be the further study issue.In the course of study, this paper focused on the quantitative and qualitative analysis in the calculation of the level of clarity, this article in the following several aspects of a certain novelty:1. Analized the residents travel characteristics by a combination survey of SP and RP investigation, not only of the behavior of residents, but also in detail discussed the intention of residents travel feature.2. Established the MNL choose model on the basis of SP application residents travel survey data, the variable contained a variety of factors of the survey methods.3. The SP survey to be embodied of the bus priority measures, on the basis of the residents travel features, developed the Changchun City Bus Priority development policies.Along with economic development and social progress, the concept of public transport priority is gradually more widely accepted, various methods of transportation coordinated development among many of the issues are worthy to be exploring. Based on the characteristics of the residents travel that had been combined qualitative and quantitative analysis of travel, obtained the resident choose generic model, and took Changchun City as an example to the corresponding policy and put up the protection measures of bus priority. The study thought could be applied in bus priority study in other cities, which pessessed certain commonality, it had far-reaching significance on coordinated development of various means of transportation of the city.
