As to the situation that long-term dispatching has weakness to the real-time dispatching, there is an emergent requirement from the power plant press to settle the short-term dispatch problem which can be the guide of the operation. In this article, I study the short-term optimization dispatching of cascaded hydropower in order to get a practicable mathematical model and arithmetic.Basing on deep analysis and generalization of HDFJ cascaded reservoir, I will set up a short-term dispatching mathematical model and an inner-plant economical operation model to simulate the real operation process. Progressive Optimality Algorithm (POA) and Incremental Dynamic Programming Method (IDP) are effective to solve several problems. By studying factor of short-term optimization dispatching of cascaded hydropower which includes water contact, water-head contact, delayed flow and inner-plant economical operation which includes the number, combination and distribution of units, I have summarized regularity of short-term optimization dispatching of cascaded hydropower and inner-plant economical operation. In this way, cascaded hydropower and inner-plant economical operation will easily to be realized.On foundations, I developed a program what can well describes the cascaded reservoir short-term optimistic dispatch system model. It is developed under windows XP system, by using Delphi 7.0, brings the Object-Oriented Programming technology (OOP) method into the programming and solving of the model. It has friendly graph user interface and powerful graph creating capability. The operation data is used more safely by embedded, thus the maintenance and extending of the program becomes easy.The program has taken the initial water level, daily inbound flow and delayed flow of different cascaded reservoir, and inner-plant economical operation into account .From the simulate-optimistic calculate, it is proved that the model and arithmetic is practicable and can be used as the guideline of operation.
