The flyash is one of the main thermal power emissions. With the rapid development of highway constructions in recent years, the demand of flyash is becoming larger and larger. The former research of flyash mostly stressed in the flyash activeness activated, as well as in concrete aspects and so on application. There is rare study of flyash specially used in the highway engineering, which leads to the result of the irregularities in the using of highway flyash and influences firsthand the quality of the highway. Therefore, it is necessary to found a reasonable and effective system to evaluate the quality oh the flyash using in the highway engineering.Firstly,the paper analyses the present situation and the problems of the flyash used in the Jining area. Secondly four kinds of representative flyash is selected in Jining area to analyses the relationship between the physical and chemical properties and the mechanical properties,including the influence of the physical and chemical properties on the quality of the highway. On the base of forecited works, the paper researches activity properties of the flyash by multifarious means and founds an evaluating system high-activity flyash,which is including the physical, chemical and activity properties of the flyash. Finally, the paper brings forward activity index to evaluate the grading of high-activity flyash, providing the gist of chosing the kind of high-activity flyash in the Jining area.Finally,based on the evaluate system of high-activity flyash, some further researches are done on application of the high-activity flyash used in the semi-rigid course and the road base.At the same time, this article analyses the causation of intensity and recommends the best mix in the Jining area.
