With the development of Chinese economy, the number of car is increased and the net of city which is full of car become jam. More and more intersections don't satisfy traffic need. Intersections are the bottleneck of traffic capacity and the multi-originated traffic accident. In this paper, based on the city of Jilin signal intersection reconstruction projects, the existing methods of signal timing were improved, vehicle starting lost time for signal timing parameters was analyzed, and the improvement of right turn signal timing measures was proposed.Based on existing methods of intersection signal timing, this paper focused on the starting lost time and signal timing approach of right turning vehicles. The content is divided into five chapters, the third chapter and the fourth chapters are important chapters. The first chapter introduces the background of research, the aim of research and the content of research. The theory of single signal timing theory is foundation of signal timing theory, for the operation of signalized intersection in the city of Jilin, this article analyzes the blinking red light and right turning control methods. The study to improve the single-point theory of signal timing has an important theoretical and practical engineering value.The second chapter reviews signal coefficient and theory and analyzes the characteristic of signal theory. At first, this chapter introduces basic signal coefficients and determines their notes. Then this chapter concludes signal theories such as the methods of TRRL, ARRB and HCM which are comprehensively used are using stopping line as the research transect and regard car passing stopping line as passing the intersection. The conflict point method uses the point of conflict as researching transect and pay much attention on conflicts that is aroused by straight flow and left flow. This method is applied in two-signal intersection, but it isn't used by traffic engineer because that its formula is too complicated and its coefficients are hard to be determined. The above-mentioned methods for the study have laid a theoretical basis. Based on leaving the law of intersection traffic flow, the third chapter analyzed the driver starting lost time effect on intersection signal timing parameters. On this basis, the driver starting lost time investigations program was proposed. In the absence of countdown licensing, the flashing red light control technology was designed to reduce the driver starting lost time. Through a number of survey data in the city of Jilin, it is showed that the use of flashing red light technology to effectively reduce the driver starting lost time. At the same time, in accordance with the driver starting lost time changing, the parameters of the signal timing adjustments and re-analyzed the changes in capacity.The fourth chapter in the analysis of the interference between motor vehicles to turn right and the pedestrian and bicycle at the intersection, come to the intersection have a dedicated right turn lane under the premise of the implementation of right turn control motor has good results, can be separation of the conflict to ensure that pedestrians and bicycle safety. Signal controller can not be carried out to upgrade, the original signal controller through the external output terminal of the optimization to improve the design of the dedicated right turn signal, the realization of the original signal features are not available, greatly reducing the investment. Through traffic capacity and delay analysis showed that the method can effectively improve the intersection of the right turn traffic capacity, reduce delays.The fifth chapter summarizes the paper and put forward problems which will be researched in the future.
