Research On Undeveloped Cities' Success In Creating The National Health City

Creating national health city (hereinafter referred to as "ChuangWei") is that the national AiWeiHui takes improving the health level of city as purpose, which was a hygiene evaluation activity began in 1990. National health cities make volunteer declaration to the national AiWeiHui by their established cities. According to"National Health City Standards "and" National Health City Inspection Appraisal and Measures for the Supervision and Administration", the national AiWeiHui will name the cities after qulified evaluation ,which is the highest-level honorary title about city's sanitary.National health city origins from the healthy city sports developed by the world health organization (WHO) in 1986. Health city is the ideal of modern urban development. The purpose is that the development and construction of cities should take people centered, can guarantee citizens work and live healthily in the city.City has become the organic combination of the healthy crowd, healthy environment and healthy society which is needed by the development of society.There are both similarities and differences between a healthy city and a national sanitary city. From the origin and the ultimate aim of the activity ,there are many similarities. From the scope,requirment and emphasis of evaluation,there are many differencesThe development of creating national sanitary city activities mainly experienced three stages, with the first stage from 1990 to 1998, the second from 1998 to 2005, the third from 2005 to now. In the first stage, the national AiWeiBan took sanitary inspection, more than 600 cities were listed by check.After inspection, they chose state sanitary city and the elected cities could declare national sanitary city. In the second stage, there was no sanitary inspection any more and ChuangWei became a volunteer participation in the activities. The national sanitary city system was also no longer existed.In the third stage, AiWeiBan revised"National Sanitary City Standard"which made the mass participation outstanding.Carrying out the activities of establishing national sanitary city has social,economic and ecological value and it aslo has profound significance for underdeveloped cities.Such activities can improve the urban environment and people's happiness index (which reflects the government's concerning about people's livelihood and people-oriented), change people's health concepts, improve public health level ,promote civilization and development of the city, increase the centripetal force of the government, upgrade the taste of the city, improve the investment environment and promote economic development , resolve the harmful effects by industrilization ,promote the ecological establishment in the city and make the city develop towards eco-city suitable for living and sustainable direction. For underdeveloped city, it has special meaning: the first is that it can meet the urgent demands of improving living qualities of civilians and increasing their living tastes; the secondly is that it can increase their confidence in urban development and their attractiveness; the third is that ChuangWei will change backward image of the city and improve it's fame;the fourth is that ChuangWei can effectively avoid exchanging urban development at the expense of the ecological environment.But underdevoped cities aslo face some unavoidable practical problems while carrying out these activities.First, economy is backward and it is hard for hardware inputting to meet national standards. Undeveloped urban fiscal revenue is low which is difficult to support the strict requirements for hardware proposed by"National Sanitary City";what ChuangWei build is soft environment of economic development which cannot produce immediate economic rewards, therefore, undeveloped city dare not have bold input. If multi-input outside the government is guided, it may cause negative reactions which is even worse for ChuangWei ,thus some general cities don't dare to try this special way easily.Second, it is hard to unite civilians to progress together. People are used to the backwardness of the city and they don't have high expectations for improving the urban management level. The management level of a city should adapt to it's development requirements. Underdeveloped cities are lack of management and bound to the citizens who have many bad behavior habits. ChuangWei standards are a little higher for people's civilization ,thus it is very difficult to ask citizens to get rid of their old bad habits. General underdeveloped cities usually have no rules and regulations for their small scale and low rank which make it unable to criterion citizen behaviors according to the facts.Third,it is hard to change the old chaos environment .The requirements of daily health management are low, it is usual state of dirty chaos. From health supervision standard, it is because either none or too low which makes it hard to deal with such dirty chaos .From city management level,it is not high relativly and lack of trained administrative team. From the city sanitation configuration, the modernization level is low which can adapt to the backward health requirements.Fouth,it is hard to perform administrative law.Amenities supervision is difficult. Illegal operators almost belong to vulnerable groups and the team is huge. Undeveloped urban employment is low ,the laid-off workers and migrant farmers mainly rely on fending for themselves. The administratives are often involved in difficult chices because they have to take effective management for amenities on one hand,on the other hand they have the limitation from public opinion and compassion which make them hard to take solemn law enforcement on the poor vendors.The urban management teams in undeveloped cities should be improved their overall qualities. In the enforcement of the law, the civilization degree should be improved.Fifth,it is incapable of understand the formalism of wasting manpower and money ,doing such a crash job .Some people have not realized the true value of Chuangwei.In some cities ,people can't bear the whole input during the activities,In some cities,some people do a crash job instead of practical jobs for coping with the super inspection.Through the analysis and research based on the city of Siping in Jilin Province for major cases, and underdeveloped cities in mianyang ,Sichuan Province for auxiliary cases,the ideas and policies of ChuangWei in undeveloped city are mainly as the following:The first is to strengthen publicity and education which lays the thinking foundation of Chuangwei. Government leaders and government departments are the first objects, members of the public masses are the common objects.The rate of having the knowledge of the significance and the relevant requirmentsabout ChuangWei is the key to success. Make ChuangWei as the theme of city advocacy stage. Regardless of unit or community, government or enterprises, we should focus on advocacy and make it household.We should also make the news media as a major path to advocacy.The second is to decompose creating standards and extrude the traits of underdeveloped cities. Establish ChuangWei organization, define leading leaders and departments. Decompose"National Sanitary City Standards", assign specific tasks to relevant departments. The relevant departments for their respective tasks should be further decomposed and thinning. The data required department should combine the actual situation while t macro required department should define its specific connotation. Through analysis of the work, the differnce and practical content of ChuangWei should be cleared.The third is fund raising. ChuangWei in undeveloped city is impossible overnight, it needs periodic systematically. Upon the target of hardware completion we should have planned phases; upon financing channels, we should take multi-angle financing ways according to their respective situations.The fourth is to refine administrative measures and resolve the special problems in these cities.There are many specific difficult problems to solve in underdeveloped cities.It is not feasible for the government to intervene only by macroscopical guidance, specific administrative measures should be issued to specific problems, which can make them more targeted and effective.For establishing long-effective jobs ,such system should be built up and perfect gradually through the exploration in the work and make it play a role before or after ChuangWei .The fifth is to fulfil supervisory responsibilities. No effective supervision there will be no effective implementation. ChuangWei work needs to establish a supervision system. Administrative supervision should be embodied in the need for all levels of leaders , embodied in the supervision system and its implementation of relevant departments and also embodied in reward and punishment mechanism and it's honor. The media supervision should reflect the quality and quantity, fully exert supervision of the masses. The responsibility is the guarantee to monitor the performance.The sixth is to strengthen law enforcement. On one hand, strengthen the administrative law enforcement effect and make great efforts to build a high quality team which can highlight the role of divert and education. On the other hand, we should strengthen the administrative law enforcement and strive to create urban construction, health, trade and industry, police, culture and more comprehensive enforcement departments to ensure the enforcement of the environment.The seventh is to depend on local conditions and establish characteristic health cities.ChuangWei in underdeveloped cities needs to adjust to local conditions, according to its own characteristics in their work, take scientific reference from the successful experiences of other cities.In conclusion, through elaborating significance of ChuangWei in underdeveloped cities, through summing up the problems existing in those cities, the policies and ideas are researched on the basis of analyzing some cases which have certain reference for ChuangWei in the underdeveloped cities.The research of the paper fills the gap of studying establishing health cities in underdeveloped cities which enriches the theroies about national health cities ,thus improve the further development of health city theroy and city construction.At the same time,the construction work about national health city can be done on the basis of such theories.It aslo has certain guide significancefor most underdeveloped cities to carry out Chuangwei.
