It is widely accept that power systems are affected by the geomagnetic storm. Homogeneous conductivity structure is usually avoided in the calculation of the geomagnetic induce current(GIC).But in most of the coast line there exist a conductivity gradient which will significantly affect the local magnetic filed.These effects are known as coastal effect.In this work we use Maxwell equation to calculate the electric field of a homogenous earth in assuming that plane-polarized electromagnetic waves are induced on the earth's surface.And we follow Weaver in assuming that the vertical fault representing a coast boundary which separating the sea from dry land.A real power system is calculated by two models a) a uniform electric field model and b) coast effect model.The results of the two models are compared.And the accuracy of the model present by this paper is discuss and checked.The result and characteristic of the model are discussed.
