China is a country where the bicycles are the most commonly used vehicles. Mixed traffic is the main characteristic of urban traffic in China. In a long time, mixed traffic is a big trouble in traffic management and always cause traffic chaos in the intersection and traffic accident, the confliction of motorized and non-motorized vehicle is a main reason of decrease of capacity of intersection. Mixed traffic control as an important measure of traffic management plays a key role in keeping normal traffic order, guaranteeing traffic safety and improving traffic efficiency. But because of the difference of mixed traffic in China and other countries, the mixed traffic control algorithms from other countries are not appropriate in China, it is necessary to analyze the applicability of the algorithms, and correct the algorithms based the actual condition of mixed traffic in China, make the algorithms more suitable in Chinese intersections, and thus decrease the delay of vehicles at intersections and increase the efficiency of vehicles at intersections.This paper starts with analyzing the applicability of the HCM algorithm, firstly studies the traffic characteristics of bicycles at intersections and divides the conflicts between bicycles and vehicles into two stages, according to the different characteristics of bicycles in the two stages, uses different methods to corrects the bicycle adjustment factor for saturation flow rate of turning movements and completes correct HCM algorithm, then combines the characteristics of bicycles at intersections and HCM algorithm, studies the mixed traffic control measures like bicycle leading phase and right-turn phase, these control methods can reduce the conflicts of bicycles and vehicles at a certain extent and also can decrease the delay of vehicles and improve the safety level of intersections.
