Energy has strategic significance for national economic and social development; China must transform the development pattern of energy to realize sustainable development, that is, the purpose of energy supply is not only to meet the needs of economic development, but to guarantee both need and environmental benefits. Imports of LNG has great significance in our national economy development, adjusting energy structure, promoting the environment quality, improving living standards and boosting the harmonious development of economic and environmental. Especially in September of 1998, the State Council approved the LNG project in Guangdong province, which indicates the development and utilization of natural gas in China entered in a fast developing time. Chinese government decided to expand the use of LNG in coastal areas of China, which is an important strategic decision to promote development in energy sector.The development of LNG industry has already directly spurred the development of related industries, such as shipping, shipbuilding, metallurgy, chemical industry, machinery and electronics, finance, insurance, city gas, etc, and will create significant economic and social benefits, which accords with the basic development direction of China's new industrialization.Therefore, the further implementation of LNG development plan, speeding up the introduction of LNG in coastal areas of our country, adhering to the policy of fully opening up and comprehensive international cooperation, strengthening the management and market construction and promoting the use of natural gas and other clean energy will play a positive role in adjusting energy structure, improving the ecological environment, and building a resource-conserving and environment-friendly society.However, our country's LNG mainly depends on import, and the main way of LNG transport is maritime transportation. Maritime transportation is an important component of an integrated transportation system in our country, and it need to be secured by establishment of safe, smooth traffic environment. Obviously, the good navigation environment and order will not be maintained without good maritime transportation safety, and so the smooth development of maritime transportation will not be secured. Navigation safety and security can never be ignored as an important aspect of maritime transportation safety. So, the navigation safety of LNG carriers entering and leaving ports has great significance for the protection of transport safety of LNG.This thesis is divided into 5 chapters: Chapter I is introduction and the research background, origin, contents, significances and the research status both at home and abroad is introduced and analyzed. In Chapter II, the security evaluation system is put forward basing on the analysis of the profiles of Caofeidian Port and the characteristics of navigation environment in this water, and an introduction of the relevant characteristics of large LNG carriers. Chapter III is mainly about security evaluation profiles, the concepts of safety elevation and the selection of evaluation methods. In Chapter IV, the navigation safety evaluation model for LNG carriers in Caofeidian Port is set up basing on above chapters. This chapter mainly deals with the navigation safety elevation over large LNG carriers entering and leaving Caofeidian Port and the result is analyzed. Chapter V makes a summary of the full thesis and reaches some conclusions, and the related suggestions and measures are proposed, and makes an outlook of the evaluation results.This thesis starts from the particular situation in Caofeidian Port, combining with theoretical analysis, and determines whether the LNG carriers entering and leaving Caofeidian Port is safe through calculation basing on the mathematical model established, which offers an effective method for safety evaluation for large LNG carriers entering and leaving ports and provides important reference for optimizing the navigation environment for large LNG carriers entering and leaving ports as well as framing safety support measures for large LNG carriers entering and leaving ports!...
