Recently, the marine traffic has changed enormously, and the shipping industry is becoming busier and busier with the sharp development of global economic. The evaluation of marine traffic safety is an important measure to guarantee navigation safety, and it is significant to make reasonable safety evaluations.Port of Tianjin is the coastal main port and important hub of national comprehensive transportation system.To remit the situation of the port filled with big ore ships, and to increase efficiency of port operation so as to settle the safety problem of heavy draft vessel in night navigation. This article will research into the feasibility and safety precaution of heavy loaded large bulk carriers which enters and leaves port of Tianjin at night, and to give theoretical support to the implementation of night navigation for heavy loaded large bulk carriers.This article which based on comprehensive analysis of navigation environment in port of Tianjin and elements of heavy loaded large bulk carriers navigate at night will give a qualitative and quantitative evaluation on safety of night navigation for heavy loaded large bulk carrier entering and leaving port of Tianjin. Firstly, make sorting and analyzing to the navigating environment by refer to a mount of information and field research; secondly, as an object to degree of risk of navigating at night for heavy loaded large bulk carriers to combine related theories and make an indicator system of it; thirdly, to combine relevant information and statistics and analysis of data from professional researches, and to set quantitative criteria for degree of risk of evaluation indicators, and to determine the membership function of evaluation indicators with it; to make a comprehensive evaluation to night navigation safety for heavy loaded large bulk carriers of port of Tianjin with hierarchical fuzzy evaluation method on this basis.Finally, on the basis of evaluation result, to combine features of the waters and various factors which influence safety of night navigation, and to give measures guaranteeing heavy loaded large bulk carriers of port of Tianjin night navigation safety.
