The performance appraisal of law enforcement officials at the basic level can supply scientific basis for the promotion,rewards and punishments,and cultivating and employing of them,which is an important part for the improvement of law enforcement official mechanism.This paper adopts the means of demonstration to analyze the assess system of law enforcement officials at the basic level of Guangdong Maritime Safety Administration,by working over information,putting out questionnaire and calling on relevant persons.Then it indicates the problem is that the assessment standard does not relate to the responsibility of the marine administration to execute the law,the assessment procedure is not perfect,the veracity and objectivity of the assessment index is not enough and the consequent of the assessment is short of institutional regulations,and so on.And the reason of this problem is that the assessment content lacks pertinence,the responsibility of every post is not definite, artificial factors overbalance and the measure of the assessment is simple and invalidly, etc.Referred to the Hesperian instance of assessment about civil servants and the actuality of assessment of civil servants in our country,and based on the analyses of otherness between examination and assessment performance,this paper indicates it is essential to implement the assessment to law enforcement officials at the basic level of Guangdong Maritime Safety Administration.Based on the analyses of post,related to the aim,principle and task of the assessment tightly,the paper adopts the means of consulting to experts,designs assessment system from the following aspects:virtue, ability,hardworking,achievement,honest and clean.And then it confirms the the weight of index by AHP(analytical hierarchy process).As for the fuzzy property of appraisal index system,the fuzzy comprehensive evaluation model is set up.The result indicates that the established performance appraisal system for law enforcement officials at the basic level is in reason and feasibility.
