Huai-he River in China is an important component of the channel that is planning Beijing-Hangzhou Grand Canal - the Huai-he River wateway, with the good conditions of developing the Huai-he River shipping and portage. Implementing the Huai-he River shipping infrastructure projects, with great significance for promoting the regional economic development .The Reach of Studying is Huaibin to Sanhejian which located in upstream and middlestream of Huai-he River, the total length is 76km, the main route's width between 150m-250m, the channels appear a typical"U"type, riverbed material composition of the sandy, low water slope is gentle. Once the route shipping was very busy, in recent years because of upstream water and sediment conditions changing as well as the impacting of man-made sand quarrying, the lack of necessary maintenance, waterway conditions worsening, the need for channel improvement in order to achieve classâ…£standard warterway. Study on characteristics of river between the mountains rivers and plains rivers, by upstream rainfall, flood volume is very suddenly, and lack ability of flood discharge,The flood control situation is very serious.In this paper, on the basis of analysing the evolution of the river bed as well as the causes of the various shoals, through analysing and conclusing the hydrological data of Huaibin, Wangjiaba, Sanhejian three basic hydrological station between huaibin to sanhejian, to draw the three basic hydrological station design minimum water level and the highest navigable water. According to the regulation requirements, as well as sections of river flows to confirm the direction and size of chamfer. Because of the Huai-he River flood control requirements, commonly used water blocking regulating structures are adverse to flood discharge, in this paper, selecting the concrete mattress which is successfully applicated in the Yangtze River to protect the Beach, have been reasonable designed for height, length, width and spacing of concrete mattress, the design parameters can meet the requirements through calculating. In order to study the impact of the regulation project and predict the water depths and the velocity changes after chamfer, seting up one-dimensional mathematical model of the river surface line to calculate. The results show that the river water level after the project is not much change, although slightly lower, not much lower, be able to meet the navigation requirements, have not influence to the flood after channel regulation.Studies suggest that the selection of the regulation program is reasonable, which can provide a reference for the Huai-he River regulation.
