The Study On Model Of Management On VTMS Of Changjiang MSA

To get adopted to the rapid development of the shipping industry and coastal economy and to achieve the aim of making the shipping safer and the Changjiang River cleaner, the ChangjiangMSA draws up four goals including application of IT management,prompt reaction,law-enforcement standardization and modern management. To achieve the four goals, the WuhuMSA and WuhanMSA established VTS supervision system in 2007. ChongqingVTS also has put first-stage construction into trail operation. This remarks a breakthrough made in the lever of water safety supervision of ChangjiangMSA. It also makes use of high technologies for an on-the-spot cruise, supervision, direction, accident prevention and life rescue on the water. Service of the supervision system is further improved for navigation of ships to make them safe, unblocked and convenient. However with the system of VTS there are some considering and resolving issue .for example how to bring into full play to the function of the VTS, how to enable all kinds of supervision tools such as VTS, GPS, CCTV to collaborate and How to make modern and conventional means of monitoring to the organic combination ,how to make hardware and software environment to a combination . The thesis pointing to the above questions analyses the characteristics of supervision and management of the ChangjiangMSA through researching on the modern management of the supervision system both at home and aboard. Using the theory of management to explore the supervision system of the Changjiang River and considering the operation of the management mode of the Changjiang River and wuhu, it is necessary to cause the maritime management mode to adapt to the needs of the modern supervision of the Changjiang River marine system.The thesis divides into six chapters. The first chapter discusses about the background, content and technical line of the study. The chapter two introduces the management mode of modern supervision system of port in china and the developed countries and areas such as America, Hongkong and so on. The chapter three introduces and analyses the management mode and adaptability of modern supervision system of the Changjiang MSA through the fieldwork. The chapter four, which is the essential part of the thesis, offers the operation of management frameworks, personnel management program, facilities maintenance management styles and readjustment plan of the modern supervision system through researching on the modern management of the supervision system both at home and aboard. At the end, the chapter advises to optimize the system. The chapter five makes a conclusion about the study and prospects for the future.
