Handy-size tanker has high economical efficiency and practicability, which is always less constrained in offshore sea area, low headroom bridge and port, and it is can go alongside to offshore oil-drilling platform and adjust to ocean navigation. Handy-size tanker plays a very important part in tanker market, which is a complementation with VLCC. From 2000 to 2008, the number of handy-size tanker all around the world constantly keeps upward trend. With the attachment of every kinds of convention and regulation, the design of Handy-size tanker will be affected. In this point of view, the research on plan design of handy-size tanker has its market significance and use value.This paper introduces the design feature of handy-size tanker in detail. Builds its preliminary design's mathematic model, carries out regression analysis of main dimension. The dimension optimization is solved by pattern search algorithm. This paper introduces the progress of Lagrange penalty function method and pattern search algorithm in details, and discuss some parameters' choose. In the terms of lines plan design; this paper discusses a new lines plan design method based on "lines separation theory" of full form ship. The main idea of this method is: Get a lines plan through the iteration of several series-ship's offsets which are set with different weightings, then get the lines plan through Lackenby of the lines plan attained in the last step. This paper chooses free!ship 2.6 as the tool to make the method this paper discusses come true, and adds the related modules, which contain: handy-size tanker's main dimension preliminary decision, main dimension optimization and lines plan.This paper takes the 20000t oil tanker as an example. Firstly, choose its main dimension primarily. Secondly, carry out the dimension optimization through the optimization module, and get the main dimension plan. Finally, draw the lines plan. This example illustrates the reliability of the method proposed in this paper and the maneuverability of the program.
