Study Of Classification Of Safety Level In Wenzhou Waterways

With the rapid development of the economic in Wenzhou,the traffic in Wenzhou waterways is becoming busier and busier.It is a great concern how to ensure the safety of the traffic in Wenzhou waterways.Wenzhou waterways is divided into Eastern Route,West route and the Beibaiyu coastal waters,small boat route along the coast,Oujiang Estuary and nearby waters,Oujiang,Feiyunjiang and nearby waters,Aojiang and Leqing Bay.The paper studies the safety of the eight waterways.The paper introduces the study background,and satus of the study on the waterways safety in and out home.The paper does not only analyse the status of the navigation environment and the maritime administration,it also studies the incident characteristics and the reasons.After the analysis of the methods of studying the safety of waers in and out,in the end Fuzzy Evaluation is used to study the safety of waters in Wenzhou.Through the analysis of the navigation environment,the incident characteristics and the status of the maritime administration,taking the consideration of the studying result and the opinion of the exporter, the paper determines the natural conditions,channel conditions,traffic condition,accident situation and ship as the evaluation index and set up the two floor estimated criterion system for the safety of Wenzhou waters.By delivering the survey,it is to determine the evaluation index and use the AHP to determine the weight of the index.Combining the data analysis and delivering the survey,the standard of the evaluation is determined.Based on that the safety evaluation membership for the index and Fuzzy Evaluation model are set up.The safety level is determined by calcaltion.The paper divides the safety level into three levels,high,middle and low.After the calculation,the safety level of the Eastern Route is high,the safety level of West route and the Beibaiyu coastal waters,small boat route along the coast,Oujiang Estuary and nearby waters,Feiyunjiang and nearby waters,Aojiang and Leqing Bay is middle and the safety level of the Oujiang is low.By dividing the safety level in Wenzhou waters,the key waters for maritime monitoring is determined.The paper suggests that we should promote the safety by strengthening the traffic control in bridge area,buoy management,clearing the obstruction and improving the maritime safety administration.It is useful for maritme monitoring.
