At present, the design of highway designed speed are an important indicator, but the car at highway speed on the actual operation is not always designed speed, vehicle speed by the driver, condition, traffic and natural conditions, factors such as the impact of constant change This required from the actual operating speed of vehicles to consider the linear highway design, highway design and thus the concept of continuous improvement. At highway project safety evaluation process, the first step is to obtain the entire line speed, and thus the operating speed in accordance with the design speed of the comparison, the results of the linear design to evaluate the advantages and disadvantages. When the project at the design stage, not as the operational phase as the speed through field investigation to obtain the true speed, only through the mathematical model for prediction of operating speed."Highway Project Safety Evaluation Guide"appendix give a prediction method of operating speed. However,"Guide"in the calculation of model parameters and consider only the vertical plane to derive linear speed, traffic flow can not reflect the actual operation status, and the calculated results generally high.In this paper, the speed of the model to run a new way of thinking: consider the tunnel, such as interchange structures impact study of the tunnel hole, exchange-affected zone model of the actual running speed. In this study, people-oriented, people-the starting point for theoretical analysis of tunnels and areas that may affect the exchange factors operating speed, combined with perspective drawing and animation model to analyze the impact of factors have been the theory and then through the actual data collection and statistical analysis of the main factors, and then regression analysis to be run through the speed model, and finally applied to engineering practice, and further test the model and to propose improvement measures. This model set up to further improve the operation of the highway speed model for evaluation of Highway Traffic Safety provides a good precondition.
