Baiyangdian wetland plays an important role in maintaining the ecological balance of North China Plain. However, with the increase of population, economical development, specially the climate ofcontinuous drought in recent years , causes the deficiency of water,the level of instability and the worse destruction of biological diversity.Baiyangdian wetland is facing the threat of atrophy or diaappearance. Ecosystem urgently awaits to save.Water diversion had been put in practice many times by Ministry of Water Resources and the Government of Baoding from the Wangkuai, West Ocean, Angezhaung reservoirs in the basin and from the Yellow River and Yuecheng reservoir outside the basin in order to save Baiyangdian wetland. But all of the measures have not solve the problem of Baiyangdian wetland ecological drought fundamentally. In view of this situation ,it is more important and feasible to resolve the Baiyangdian wetland ecological drought based on the basin water transfer. Uniting Wang kuai and Xidayang reservors to transfer water into Baiyangdian wetland is a proposed solution for solving the Baiyangdian wetland ecological drought on the basis of what we have discussed . According to this situation above research,the contents of this article contain several facets as following:①Introducd briefly the effects of water volume as well as the closed relationship between ecology and water volume .So we must find a reasonable and efficient mechanism to maintain the stability of the ecosystem in order to eliminate the ecological crisis fundamentally.②In this paper, put forward the definition of ecological drought and study occurrence of drought on the conditions of the four different ecological patterns.Through the water level data of 1956-2000 by frequency calculation ,we can get the suitable ecological water level and select for the October 1 as the identify eco-drought period. We also need to forecast the probability of occurrence of drought and put forward measures to solve the ecological drought of Baiyangdian wetland at different characteristics water level.③we calculate the water resources of Baiyangdian basin according to the hydrological data 1956-2000. We analyze the balance of supply and demand on the basis of water resouces. Analyze the influencing factors into Baiyangdian wetland and the runoff of the South Branch mountain . We regulate separately the water resources of Wangkuai and Xidayang reservoirs for many years and get the availability of water at different rates.④ Single reservoir can not guarantee Baiyangdian wetland ecological water demand.But we can obtain 200 million m3 avaliable water at different rates (20%, 50%, 75%, 90%) through jointing the two reservoirs together . It is an effective mechanism to supply water to Baiyangdian wetland through Baoding city. because not only to beautify the urban environment but also ease the Baiyangdian wetland ecological crisis fundamentally.⑤Draw the most reasonable route on the basis of demonstrating different routes to transfer water to Baiyangdian wetland.This paper has a system and comprehensive analysis on hydrological elements of Baiyangdianwetland , researches the ecological drought and the water diversion progect. It is a basis for constituting scientific management principles,collocating water resources more rationally, alleviating the ecological crisis and protecting the ecological environment.
