The problem of traffic congestion has become an important issue which affect big cities especially the megalopolis in China. The problem of urban transportation has become an important issue that affects normal urban function exertion and urban sustainable development, and it needs to be solved urgently. With the increase of traffic flow of urban road, the intersection is close to saturation state first, because of the much shape and complexity of traffic forms. Intersection bottleneck have become one of the important factor of restricting the entire road traffic system to function efficiency fully.The core of this article is to analysis the two categories program that has been proposed to solve the intersection of the Heilongjiang provincial government. Firstly, according to gray forecasting model, predict the characteristics year traffic. Associate the methods and principle of home an aboard evaluation. On the point of view system theory to establish evaluation index system of the structure, through the method of AHP to select targets at all levels of the system to illustrate the meaning of the indicators, evaluation criteria and the method of calculating, determine weights of the various indicators, establish the provincial government intersection of technology evaluation index system model, integrate the basis of data of investigated and forecast, complete the technical analysis, determine the merits of these two types of programs. Use the VISSIM microscopic traffic flow simulation to simulate the two types program, test the technical performance, and judge the result of the evaluation is correct. Finally, through the result, the author believes the first program is better.
