With social leap-type economic development, the traffic congestion is worsening. Quantitative evaluation and dissemination of traffic congestion status, is the prerequisite work to examine the traffic jams. The topographic and geomorphologic of mountain city is complex. Compared to general cities, there is a big difference in the characteristics of the mountain city traffic congestion. In view of this, this paper studies traffic congestion index of mountain cities combining features of urban traffic congestion.In this paper, combined with the domestic and international city social economic background and the current situation of the development of traffic, in-depth analysis of different kinds of traffic congestion characteristics reflected in the evaluation. According to the characteristics of the mountain city traffic congestion, with the traffic demand of residents in mountain city travel, travel time is selected as the characteristic parameter. In the course of study the correspondence between the travel time and traffic congestion, depth study of where the parameters related to the free flow speed and the importance coefficient. The functions of many roads in the mountain city with design standards do not match. According to the grade of the road to set the free flow speed can not truly reflect the mountainous city and plain city different characteristics. Therefore recommend the use of night speed survey speed as free flow speed. Taking into account the mountainous city road network connectivity is poor, the peak flow will be focused on such as bridges, tunnels and other individual key channel, resulting in peak period congestion degree increased sharply. In the course of weighted the road network, recommend the use of flow as the weighted coefficient. Study on the conversion relationship between characteristic parameters and the traffic congestion index, established to describe a continuous traffic congestion degree index.In this paper, in the process of constructing the traffic congestion index to take full account of the characteristics of mountainous city traffic congestion, the resulting index can reflect the traffic situation in Mountainous City, to provide some reference for other domestic development of mountain city traffic operation evaluation.
