The traffic problem has been bothering the large and medium-sized cities. Especially with the rapid development of economy and increase of motor vehicle ownership, the problem of traffic congestion is more and more serious. Urban road traffic problem has seriously affected the healthy development of social economy, so alleviating road congestion has become an urgent problem to be solved, which is also the duty of government department and the traffic researchers. Traffic congestion charging, therefore, is the content of this article. Based on the research of the crowded double charging model and the simulation, this article model double charge in some sections of crowded roads in Xi ’an and then combine with the advantages of traffic demand management to promote the traffic resource utilization and improve the traffic effectively. The main content of this paper is as follows:First of all, in this paper, the traffic congestion charging is summarized. Then the article respectively introduces the concept of congestion pricing theories and the related pricing theories, including congestion charging classification methods of road congestion charging and the results of road congestion pricing theories applications at home and abroad. Besides, we take Singapore, Stockholm, London and Hong Kong as examples to describe the application status quo of urban road congestion charging policy implementation results.Secondly, the essay introduces the static and dynamic traffic congestion pricing model respectively, using the improved Logit algorithm for traffic flow distribution so as to improve the existing dynamic traffic assignment model. The paper takes residents’ choice for travel route as data and the section of congested road as charging road. Then we adopt double charging model in congested road of Xi’an. The upper model is used to determine the charging policy and the lower is satisfied travelers route choices.Thirdly, using VISSIM simulation in above model, the applied results of the congestion charging will take on. Congestion pricing model is used to establish the virtual network firstly, and then set the parameters according to the results of investigation. Lastly we take some simulations using VISSIM. Finally, analyzing the effects of road congestion and pricing the toll on crowded roads after results of simulation.Finally, according to the results of the modeling and simulation with specific charts, it illustrates that the implementation of congestion pricing strategy is of great significance for alleviating traffic congestion and achieving the purpose of effectively relieve traffic congestion.
