Public Participation Of Highway Environmental Value Impact Assessment Based On The CVM

At present, public participation has become an essential aspect for many areas and industres. With the widespread implementation of public participation in Environmental Impact Assessment in the world and the international community,the knowledge of environmental protection is popularization, making the public more aware of environmental protection. In particular, public participation in the aspects of planning or construction projects, you can make the public aware of the project that may lead to the potential environmental problems and put forward their own views, and enhance social acceptability of planning and construction project and rationality of environmental impact assessment. The development of public participation in our country has been rapid since 1990.However, in highway construction projects the field of formal public participation still exist, and in-depth situation, The reasons for our country are the environmental impact assessment of public participation has not yet been standardized. In order to further improve the environmental impact assessment of highway projects effectiveness in the public participation, it is necessary to carry out in-depth study of public participation at the technical level , making it systematic, procedural and standardization.This paper introduced of the basic concepts of the environmental impact assessment, environmental values, public participation, a sample survey and questionnaire design, analysis of the problems that public participation in environmental impact assessment in highway projects ,and the environment impact assessment of the value in the field of public participation of our country at the present stage, drawing on the theory and method of the economics, environmental and economic losses on,discusse the different scope of public participation in the definition in environmental impact assessment of highway projects. Proposed the use of the contingent valuation method, evaluate the method of probability sampling methods for participants, establish public participation system, and combined with examples of applied engineering, and try to provide a quantitative analysis of the basis for the cause of environmental damage for road construction.
