With the development of China’s transportation industry, the investment onhighway construction has increased year by year, then the highway construction scaleand influential scope have expanded unceasingly, and the highway construction andoperation face growing environmental problem as well. How to deal with therelationships among highway construction and environmental protection, promoteeconomic, social and environmental coordinated development is becoming an importantand arduous task of the China’s transportation industry.Project valuation on the basis of standardization work of highway environmentalprotection is a vital part of highway environmental protection work. Only if thestandardization work of highway environmental protection has been accomplished well,the promotion of the comprehensive development of highway environmental protectionindustry can be achieved. So the study of the method proposed the highwayenvironmental protection engineering valuation which meet the needs of the actualhighway construction and realize the sustainable development of highway constructionand environmental protection has become practically significant.The current problems in engineering quota management highlight the engineeringquota long-term lags behind the engineering practice. In order to explore the solution tothis problem, this paper chooses highway environmental protection as the researchobject.On the basis of existing research results and research, this paper analyzes theproblems which exist in the highway environmental protection engineering quotaestablishment, and further analyzes the limitations of using the traditional engineeringquota method in the establishment norm highway maintenance engineering. This paperintroduces the case-based reasoning theory, then analyses the feasibility of usinghighway environmental protection engineering quota and establishes the consumptionquantity machine model which is based on case-based reasoning. The CF mesh normand CS hybrid fiber sprinkler irrigation quota establishment have been chosen asexamples to the practical application of this model. The Conclusion presents that theproposed project quota case based reasoning method is feasible that it provides aneffective solution for highway environmental protection engineering quotaestablishment. The final part of this dissertation has carried on the case-based reasoningof highway environmental protection engineering norm for system design whichprovides an overall train of thought for the confirmative methods of the highwayenvironmental protection engineering quota.
