The Research On Haerbin New Rural Construction Types And Models

The socialist construction in the rural areas has become the major historic mission of our country.Therefore,Harbin government pays great attention to it.How to promote the contribution of the Harbin new rural areas,healthily and reasonably,stably and sustainably is the important subject that both Harbin government and Urban Planning Construction Departments are facing in the present period.This paper is based on that,which firstly analyzes the questions existing currently,which are from the consideration of the background of the new socialist countryside in Harbin; secondly on the basis of the summary about the advanted practice of the rural areas construction at home and aboard,it analyzes the status quo and the problems of the rural development in Harbin;thirdly,according to those,this paper determines the Harbin cities and countries as the studying models and over all the urban and rural co-production and development as the major principles,establishes index system for evaluation of the rural economic and social development,uses the linear weighted method to figure out the comprehensive index of Harbin cities and countries on the economic and social development. In views of those,the paper makes the new type for the new rural area construction in Harbin and finally,it puts forward the main approach and strategy of the new rural area construction in Harbin.This study deeply analyzes the present situation of Harbin country development and issues which are related to,divides the new rural constructions in Harbin into three types,in accordance with the above views.It defines its spatio-temporal sequence,and raises the seven main models and four strategies of it about how to promote the new rural area construction. This study is beneficial for the Harbin government to make the macro evaluation of both the urban and rural economic and social development,to fix the accurate position of the level for the new rural area construction.Additionally,it provides reference and basis for the Harbin City Planning Departments to make the plans of the new rural area,and guidance for it as well. Meanwhile,the study really achieves that the strategic thinking of the over all the urban and rural co-production and development was put into effect in research of the new rural area construction,and extends the studying areas and the way of thinking,and makes up some aspects about the construction type that was seldom referred in the past.On the other hand,this study can also provide the reference for other places on the new rural area construction.
