Study On The Assessment And Optimization Of City Human Settlements In Changsha Zhuzhou Xiangtan Basing On This Background Of "Two Type Society"

On December 14, 2007, with Changsha Zhuzhou Xiangtan urban agglomeration determined by National Development Reform Committee for trial zone of comprehensive coordinated reform of resource conservation and environment friendly society, Changsha Zhuzhou Xiangtan city human settlements faces unprecedented opportunity. But the increasing of the environmental pollution following economy development gives a huge challenge to improve Changsha Zhuzhou Xiangtan city human settlements. Opportunity and challenge are compossible, which requires a high level for Changsha Zhuzhou Xiangtan city human settlements. Basing on this background, this paper does an empirical research about evolvement and character of Changsha Zhuzhou Xiangtan city human settlements.On the basis of colligating both here and abroad city human settlement theory and assessment method, combining with the actual developing character of Changsha Zhuzhou Xiangtan cities, the paper divides city human settlements system into four first-order subsystems: humanistic environment, economic environment, services environment and ecological environment, and gives nine second-order such as population environment. This paper constructs the Changsha Zhuzhou Xiangtan city human settlements comparatively effective system of city human which is composed of four first-order indexes, nine second-order indexes and thirty-six Basic indexes basing on urban human settlements systems analysis and utilizing analytic hierarchy process (AHP).Then this paper chooses three episodes of 2004, 2005, and 2007 to evaluate Changsha Zhuzhou Xiangtan urban human settlements.On the basis of the evaluation, this paper analyzes quality and Structure Characteristic, coefficient of variation, harmonizing index of Changsha Zhuzhou Xiangtan urban human settlements. The analysis indicates that Changsha Zhuzhou Xiangtan urban human settlements has a obvious character of middle stage of industrialization; the whole quality of urban human settlements is constantly improving ,but the intramural harmony is bad, in all factors the environment of economy is improving fastest with the following improving of service environment and the improvement of economical environment is slowest, the city pollution is even gradually deteriorating .The city soft circumstance construction with the core which is composed of the government level of control and innovation capability of science and technology is the key factor which propels the improving of Changsha Zhuzhou Xiangtan city human settlements.At last this paper gives several relevant proposals to the construction of further city human settlements of Changsha Zhuzhou Xiangtan city: Strengthen the research of city human settlements and soft circumstance construction, reinforce governing city pollution and urban garden, construct eco-cities, and go along the way of sustainable development.
