In recent years, the social and economy in Changsha city has developing fastly, the quantity of automobile growthed rapidly, which has brought people convenient and fast trip mode, Simultaneously has caused a series of difficult problems with the urban transportation system's healthy, the prominentest contradictions is the construction of parking facilities lag in the growth rate of automobile, especially in the urban center, the complex function structure, the high strength land utilization has concentrated the massive social economic activities, which caused the parking imbalance between supply and demand has increasingly sharped. Solving the parking problem reasonably in urban center, has the overall significance for maintaining healthy development in Changsha city. Under this realistic background, this article based on the new idea and thought of static traffic management, taken the public parking facilities in Changsha's central area as the study object, through investigation and analyzes of sampling points , tring hard to provide a kind of new mentality for optimal utilization of space resources of public parking facility in central area of Changsha.The article mainly used the method of consulting literature, summaring correlation theories and research results, and definiting the mentality of empirical study and the theory basis of static traffic management, Through the method of system analytic to generalized analysis the object of study's external environment, as well as reciprocity relationship; through the mass data obtained by on-the-spot investigation to the sampling point, obtained the indexs about the use factor, the cycling rate, the peak parking index and so on, based on this , appraisaling its reality using level. It believed that on the proceed of use of public parking facility in Changsha's central area , it existed three mainly problems:the imbalance of The parking facility capacity between supply and demand, the supply structure of parking facility be unreasonable, the spatial structure of facility parking be unscientific. Finally the article utilizes the new theory of static state traffic management, from the parking requirements management and the parking supplies, to propose the related countermeasure for optimizing use of public parking facility in Changsha city's central area.
